In order to qualify all of the questions we had received during past weeks, we make some explanations:
Unfortunately, we were unable to answer those questions earlier due to real life (yeah we have some).
The community
First of all, we want to say “Thank you” to everyone who supported us in this tough situation. We’re very grateful for your support; for demonstration of the fact, that modding community is still a minority, but very vocal, creative and determined minority. You made the impossible and this story is already scribed into the history of PC gaming and the Internet itself.
Yes, this is your victory! Congratulations and many thanks once again!
OpenIV and modding
The development of OpenIV will be continued as before. OpenIV never supported GTA Online modding and will not support it in the future. Our work will be continued within the Rockstar modding policy.
Liberty City in Grand Theft Auto V
Unfortunately, our highly anticipated mod “Liberty City in GTA V” will not be released because it clearly contradicts with Rockstar modding policy. Liberty City mod is a big loss for us, since it was a huge part of our motivation to push OpenIV functionality.
If you are wondering what is next, well, we are currently revising our plans for the future.

Sad about the Liberty City mod but also understandable from *R* and Take two point of view. Just worried it means it’s coming officially but only online.

From the time this news came out, I already knew Liberty City will never happen in GTA V.

If OpenIV wasn’t working on Liberty City porting to GTA V they would have tried to Cease in the first place. But I still don’t understand why Take-Two or Rockstar not allowing this? Their GTA V sales might just boost since not many are buying GTA: Liberty City by looking at the numbers OR the reason could be GTA 6 will be part of Liberty City which would look almost same as GTA 5 hence people wont bother buying it as they can play same thing on GTA 5

Hey I had a suggestion regarding Liberty City in GTA V. You guys can continue development but this will be a lot of work.
What if, instead of importing liberty city from GTA IV game files into GTA V, you instead create, on your own, a 1-to-1 replica of liberty city using your own textures, models etc.
Basically, you copy the design of liberty city without actually using any of GTA IV’s data. In this way, your mod would simply be a recreation of Liberty City rather than a using Rockstar’s IP.

Hope you’ll keep the motivation even if there is no more Liberty City mod.
There are tons of really cool features to add, tho! First that come in my mind is the possibility to play the cinematics with the free cam! Would be really nice to see those of GTA V being added.

I was going to donate when I installed it again after the downloads were back up, but I’m going to stick what I said before. I’m not going to donate or support until the bull about not being able to change the install location is removed, and it is changeable. I’m not that great with code, but I know that it can be done.

Hello, I think There has been a misunderstanding regarding the modding policy and the Tool that allows you to import liberty city. GTA IV and GTA V are both the same IP are they not? And it seems as though you didnt ask R* or Take2 if you could continue with making the tool. It just seems to me as though there isn’t enough communication between OpenIV and Take2 to confirm that the Liberty city tool is prohibited.

I feel that the ONLY reason Take Two / Rockstar took legal action against Open IV was because Open IV and T2/R* were working on something very similar. I would make a pretty reliable guess that in a future expansion/game we will be able to travel between Los Santos, Liberty City, Vice City, etc. Open IV has proved this is possible especially if the player possesses all the games needed. I think this is something we can look forward to in the very near future. Let’s just hope Take Two / Rockstar keeps going forward with it.
