Summary	0000847: OpenIV Not responding for 15-30 seconds when opening files and asi manager and opening a package
Description	Every time I open a file in and out of edit mode it takes a long time to open. It also happens when opening an OIV and opening ASI manager. In task manager, it says Not responding at status. My windows is up to date. I did a virus scan with bit defender I allowed openIV in the firewall. I reinstalled OpenIV. I rolled back my AMD driver from 22.2.3 (Which is an optional version) to 21.10.2
Steps To Reproduce	Open any file or open ASI manager or open a package.
