We feared that this day would come… And now it’s here.
The day, when GTA modding was declared illegal.
GTA modding had long and glorious history.
Since GTA III, people have created lots of different mods: from simple texture replacements to impressive full conversions.
And the modding always was a “gray zone” — a battlefield between lawyers and PR…
For almost ten years of OpenIV development, we had tried to play as nice as possible and even more:
- Strictly following of Civil Code of Russia (only reverse engineering for interoperability).
- Only clean-room reverse engineering.
- No distribution of original data and code.
- And absolutely no messing with Online…
On June 5th, 2017, we had received an official Cease-and-Desist letter.
It clearly says, that with OpenIV we “allow third parties to defeat security features of its software and modify that software in violation Take-Two’s rights“.
Yes, this letter is illiterate both technically and grammatically (really, they don’t even bothered with proof-reading the text).
Yes, we can go to court and yet again prove that modding is fair use and our actions are legal.
Yes, we could. But we decided not to.
Going to court will take at least few months of our time and huge amount of efforts, and, at best, we’ll get absolutely nothing.
Spending time just to restore status quo is really unproductive, and all the money in the world can’t compensate the loss of time.
So, we decided to agree with their claims and we’re stopping distribution of OpenIV.
It was a hard decision, but when any modding activity has been declared illegal, we can’t see any possibilities to continue this process,
unless top management of Take-Two company makes an official statement about modding, which can be used in court.

Hey this is really sad but all have to say thanks to the Developer of OpenIV because they works an this Project a longe time! But Take Two says that GTA 6 or the new GTA will not be able to Modding because they said that it is illegal so i think the new GTA wouldn´t get so much fans as Gta V with their mods and Specialy the mod LSPDFR…

this is such a shame, one of the only reasons I was going to buy gta when i build y computer was BECAUSE of GTA’s incredible modding community.
take 2 throwing around their weight when really they have little merit. only lots of money to scare smaller people.
rockstar seemed to have no problem with this community.
I bet they’ll double down too instead of admitting to their error.

Here’s Rockstar’s statement about Take-Two shutting down GTA’s OpenIV modding tool
Original story: Yesterday we reported that the lead developer of OpenIV, a modding tool that has allowed the GTA games to be modded for nearly a decade, had decided to shut down their mod after receiving a cease and desist from Take-Two Interactive, publisher of the Grand Theft auto series.
While we have not received a comment from Take-Two, Rockstar just sent PC Gamer its statement on the matter. Here it is in full:
“Take-Two’s actions were not specifically targeting single player mods. Unfortunately OpenIV enables recent malicious mods that allow harassment of players and interfere with the GTA Online experience for everybody. We are working to figure out how we can continue to support the creative community without negatively impacting our players.”
We are following up with further questions for Rockstar to try to clarify its position and what may come next for OpenIV and GTA modding.
Currently, OpenIV still works if you have already downloaded it. It no longer appears to be downloadable from its official site, however, as the download link directs you to OpenIV’s lead developer’s statement on the closure.

The tool you have created has enabled so many other people to achieve great things. R* and TT does not care about destroying the community or they consider SP Mods as acceptable collateral damage.

The biggest mistake that OpenIV and ScriptHookV made is that they never released the source code of their projects. So it’s easy to shut down closed source projects, because the corporations can legally target a lot smaller development team, and there are no backups spread across the internet, unlike with open source projects that can be forked and redistributed an infinite amount of times.

Same thing happened with Elder Scrolls V Skyrim when some group decided to make MERP mod (Middle Earth Role Playing Project) and Warner Bros. sent cease and desist letter.

Well, why not we all GTA V’s users and players join to court against rockstar’s for not provide us fair play? Why not all players that bought a in-game money package charge the return of our real money cast since cheaters can get much more money that you without pay nothing? Since GTA V online has a lot of cheaters that simply causes the gameplay impossible and annoying. All us let’s go get all trainners and mods, increases all character’s status, buy all vehicles and weapons and start kill all players without rest, to prove the fucking rockstar that the company doesn’t have the capacity to give us a fair server. If the company want no one modifications, okay, I agree BUT IN RETURN I don’t accept NO ONE CHEATER TOO. If the company want no one create unofficial server, it must give us one server with no cheaters, one secure server.

Easily I can join now GTA V Online official server and gives me unlimited money, rp, teleport, spawns all that I want. Days ago rockstar have a wave ban users, but no problem, there still a lot of unbanned cheaters account that I even cannot count, and there are a lot of working trainer, mine is working even after ban waves. And if rockstr updates the code, I just need to update my trainer and get all stuffs working again.
Who you think that can win? One fuck shit company like as rockstar or millions, billions and much more players? Lets do not accept it, lets fight and fuck up rockstar.

soo finally we can download and even use OpenIV once again regarding to the latest “mini” update of OpenIV. Maybe R* got angry too about T2 because R* they were more tolerant towards mods in the past than the publisher itself.
but what about an official statement from you guys @development
